2 page psd to wordpress template

I have a psd that needs converted to a working wordpress template.
There are 2 pages.
1. Homepage
2. Content
There needs to be a working menu as outlined in the PSD file on both page layouts.
There needs to be a simple image rotator on the homepage. Please select an existing wordpress rotator that is free and that looks similar.
Expected completion date is May 3, 2013.
You need to host the finished project on a server of your own for me to test and confirm before I will provide final payment.
I have provided 2 screenshots of what the final site should look like as well as the psd.
