Flutter mobile app for City with CMS

I am looking for a skilled Flutter developer to create a mobile app for our city, along with a content management system (CMS) using Wordpress or custom cms ( the faster way )
I need the creation of a Grada mobile application, Flutter technology (app for iOS and Google Play). The application must be connected to the cms system for adding content (cms system php on shared hosting).
The CMS system should support:
- creating categories
- adding content to the desired category (image, youtube link, image gallery
- adding an event with a date and a picture (cover)
- adding pages (contact, about us, etc.)
- content timing for notifications
The application should support;
- placement of the application in the AppStore and Google Play
- the application should support push notifications (but for the user to choose which categories he wants notifications within the application itself)
- no registration ( we dont need any registration )
- to work in offline mode when loading data from the cms system
- anyone who installs the app can follow the news through notifications
In short, the city's mobile application where we will inform citizens about news, events and important news
Design preferences:
- While I do not have specific design ideas, I prefer a modern and user-friendly design that is visually appealing and intuitive for users.
CMS preference:
- I would like the CMS to be built using Wordpress, as it is a widely-used and user-friendly platform that offers a range of customization options.
Ideal skills and experience:
- Strong experience with Flutter development, including building mobile apps with map and GPS functionality.
- Familiarity with integrating social networking features and user profiles into mobile apps.
- Proficiency in Wordpress development, including customizing themes and plugins.
- Ability to create a visually appealing and user-friendly design for the app.
