Web & Mobile App - Develop a software platform that will manage live camera streaming and vehicle trackers

We have acquired some hardware from China in the form of trackers, dash cameras and body cameras, we are looking to develop a software platform for these.
These trackers and cameras will be installed in vehicles and then the live camera feed and the vehicle tracking data will be passed on to a server that will show the tracking data and live streaming of the camera feeds.
The devices are :
Concox Body Cameras, their JC100 and JC200 Tracking Cameras (as well as their WeTrack2 and other Trackers)

What needs to be done:
1. Maintain a streaming server for live streming from the cemara
2. show the live streaming from a web platform and mobile apps.
3. store tracking data and show the tracking info
