Need OCR Expert to extract texts accurately from Long Receipts and Cards

We need to do OCR on two types of Data sets: Very Long Receipts and Cards .
Data that needs to be extracted after OCR from the Long receipts and cards is:
Voucher Number
Serial Number
Example of Long Receipt:

Above scope given is considering the use of Google Vision APis and AWS textract APi.
We are open to alternate Open Source Suggestion if there is 100% Accuracy as there are several thousand (10,000+) data sets to be scanned per day, and manual verification will be difficult.
Deliverables
Web Interface to upload the images to be sent for OCR and to see the results
OCR system using combination of at least two OCR Open Source Algorithms with custom training models or by using combination of Google Vision and AWS Textract Apis
Source code and deployment on local host. Local host server will be provided.
There is no restriction on type of Technology being used for development.
