Design for a Wiki style listings site

I would like a simple design for a Wiki style listing web-site to be created. The design needs be a clear description of the site's function, flow and user-interface - for both user's and the administrators/moderators. Particular attention needs to be given to the site's expandability, as this is fundamental to the concept. The design needs to be a complete description of the site such that a web-developer and graphic designer could start work implementing the site without having to clarify too much else. The information needed to create this design is below. Please respond with questions, your proposal and a quote for the design work. I am especially looking for clear, simple designs that follow web & mobile web standards and show UI/UX design best practise.

SITE DESCRIPTION:

A web and mobile web site that allows companies in the video games industry to add a listing describing themselves - and for other internet users to then find these companies.

Each company listing includes: name, logo, category, short description, a set of tags to define what the company is offering, a set of tags to define what the company is seeking, contact details (conventional and social media also).

All additions and updates to the site will be broadcast via social media.

Any user can report any out of date information they find.

The site will be curated and moderated by the site owner.

INITIAL FOCUS & EXPANSION:

The site's listing will cover UK and Poland initially. All other nations and regions will be covered if the number of requests to do this grows to a sufficient level.

SITE FEATURES:

Registration:

Register to post and maintain company info.

Once registered, users can manage their name, password, contact email address, etc.

Post Company Info:

Name & Logo: Company name entry and logo image upload.

Category tags: Set of tags representing different industry roles. Tags can be expanded by registered users (moderated feature).

Short Description: Short description with an automatically generated ‘tweet’ summary.

Offering tags: Tags can be expanded by registered users (moderated feature).

Seeking tags: Tags can be expanded by registered users (moderated feature).

Contact details: Enter traditional and social media contact details here.

Social Media: Each company listing includes the ability for user’s to friend, follow, link (etc).

Report Inaccurate Information: Report using pre-set buttons or short written report (moderated feature).

Navigation: Navigation tree and breadcrumb trail always visible, more menu items become ‘live’ as the site expands. So, the UK and Poland will be live first. The site's admins can choose to switch on any of the other available region (e.g. North America) or country menu (e.g. Canada) according to how many requests for a listing specific to the region/country are received. So, a feature will be needed that collects requests to open up a region/country when a user tries to use the associated (not yet live) menu item.

Request Feature: Request using pre-set categories or a short written request (moderated feature).

Contact: Contact form with drop-down subject categories selector.

Privacy, Security, Legal: All the standard Creative Commons stuff (like Wikipedia).

Admin / moderation: Login for admins and moderators, all moderation items marked above can be managed once logged in, the site's 'database' can be accessed and edited, the site's expansion can be managed (and it's effect on the site's navigation menu).

WORKING PROCESS:
1. First, I would like to see a design treatment for this site idea. This should consist of a visual layout idea, the primary user-flow steps, and references to existing sites that demonstrate a similar layout/flow (with notes so the feature influences can be clearly understood).
2. The design treatment will be reviewed and then feedback will come from me. The design treatment will need to be adjusted or reworked according to this feedback.
3. Once the design treatment is approved, we can move onto the more complete design spec for the site (as described in the main part of this project posting).

1 more feature to include in the treatment and design specifications: a search facility. I left this out in my first posting (apologies)!
