Editing of MP3 file

I have an MP3 file that is 14.5 MB and ~34 minutes long. The MP3 is a recording of an interview.
I need two things done:
(1) There is a strong echo that accompanies the voices of the people being interviewed. I need that echo removed (or at least reduced substantially).
(2) Reduce the file size so the file can be easily downloaded from a website. (I don't know the best file size - maybe 5 MB?)
You will deliver to me two files: (1) the MP3 in its original size, with the echo removed; and (2) the MP3 in reduced size, with the echo removed.
