Google Checkout VB.Net Orders program

Need a Desktop Windows VB.Net 2005 or 2008 console application get orders from Google Check based on date range, order range, etc and produce the XML ouput and transform csv or tab delimited text file with a xslt. These parameters will be passed as arguments i.e. /StartDate=2011-07-01 14:00:00, etc.
You will need to have your own Google Checkout account or use their Sandbox.
This is to be a public program so this program will be used by our customers with their Google Account.
Informal documentation on the authorization steps needed is required.
Must use some of our coding conventions to be provided later.
