Web Portal skin in PSD layering

Dear Designers,
Here is a project that require a designer to skin our web portal. We will provide our logos and site layout and feel.
A few criteria that we are looking at:
- Easy to the eye
- Straight forward feel
- Every design in the layout must be on its own layers
- It must coincide with our logo
- All fonts (font type, size) and color (color code, opacity level) must be defined on a document for easy reference
- Skin must fit well on all aspect ratio
- Web 2.0 feel
We will only award to people that already has a great portfolio and has something to show. Please include your past works and references.
Feel of the site should be like [login to view URL]
We will only release our logo and layout once we have previewed your previous works.

Hi Designers,
I made some changes as most bidders are putting up the impression that i need a website done up.
All I require is the skin done up, in PSD. I do not need it in HTML nor CSS. PSD to have every individual layering of the colors, images...
