2D Design and Animate character

I need 2D cartoon like designed character. First is to design character and than to animate. I have also sample character in vector graphic that can be modified.
I will need 7 animations of this character. Some animation have 4 or 5 frames and some have 8 or 9.
I have examples of this animation moves, so you can simply copy pictures of animation I will provide.
Note: I have also designed character, but this character needs some (few) improvements. Hair style is not good, so needs to be improved.
Program to create:
- you can use any program like Adobe Flash, Illustrator, Photoshop, ...
