Need a Basic HTML and CSS layout based on the Image Inside

I have a design in mind and the following is a rough layout of it.
I need a code representation of it in XHTML and CSS with a professional appeal. No crappy CSS works please.
Fonts to be used are specified in the image itself. I want white background and #009de5 for links and Mouse-over would be: 3388cc.
Can any web designer with a good portfolio assure me that he/she can do it?
