Don't show the whatsapp app or atleast hide the numbers and don't allow users to access chats. Only allow whatsapp calls with no number visibility and settings change. The goal is to allow users to make whatsapp calls only to the saved contacts only. So can you modify whatsapp or run in hidden mode to use it using another app.
