3 small tasks in existing PHP project

Florin G (the worker) agreed in their Worker Contract that if their project went into arbitration, they would respond to the arbitrator's questions fully and on a timely basis, or they would forfeit the arbitration. An arbitration occurred and Florin G did not do this. All funds in escrow were returned to sanchopansa (the employer).

Florin had a good portfolio and good ratings when we hired him, and his pricing was competitive. However, he didn't seem to have the discipline to handle a project this big. He started out by coding 20% the first week, then several other weeks passed when he almost did nothing, and when the last week came he had to be pushed (we had to tell him that he didn't deliver in time there would be no payment) to finish the other 80% of the project. The result was that everything was rushed, and there was alot of "copy-paste"-coding. Another result of that is that there still are alot of bugs in our project, so much our bugtracker program almost can't keep up. I have been trying to contact Florin about this, but haven't gotten any response so far. Since we now have a website that is full of bugs and inoperateble, we are giving a rating of 3 : poor. Message to Florin : Please contact me, fix all the bugs, and I will review my feedback and rating.
