DATA PRIVACY CERTIFICATION - UI/UX DESIGN CHALLENGE
Are you a UI/UX wizard? Can you make a complex process easy to understand? The U.S. International Trade Administration (ITA) is looking to encourage the adoption of data privacy certifications by streamlining the process through a new secure web application. The Data Privacy Challenge gives you the opportunity to design the user interface for this software and share in the $60,000 purse.
To participate in this challenge, you must create a high-fidelity mockup of this new application that presents this complex process in a way that is easy to understand and navigate. Your mockup must include both the applicant’s and certifier’s views, all the elements described in the Challenge Brief, follow the design requirements, show innovative and creative approaches, and be easy to understand and navigate. Ideas from the winning designs will be incorporated into the final Data Privacy Certification (DPC) software.
CHALLENGE OVERVIEW
The Asia-Pacific Economic Cooperation (APEC) Cross Border Privacy Rules (CBPR) System was developed to build consumer, business, and regulator trust in cross-border flows of personal information. The CPBR System facilitates international data transfers and compliance with data privacy requirements across jurisdictions. There are two certifications that are part of the APEC CBPR System: the CBPR certificate, for data controllers, and the Privacy Recognition for Processors (PRP) certificate, for data processors. Organizations can apply for either the CBPR, the PRP, or both.
In order to receive either certificate, an organization works with a Certifying Body (CB). A CB is an organization that has been approved to certify organizations’ compliance with the CBPR or the PRP program requirements. An organization applying for a CBPR or PRP certificate completes an intake questionnaire and provides supporting documentation about their existing privacy programs and statements. A Certifying Agent (CA) from the CB will review all the information and indicate if it is complete or what is missing or needs to be improved. Once the CB determines the business is compliant in all areas, they submit a report, and then the organization receives its certification. Each certification lasts for a year before needing to be renewed.
A new secure web application is being developed by the ITA to allow the certification process to be completed more easily online. The aim is to increase the number of countries that offer these certificates, and for more companies to receive certification. This will improve the adoption of consistent approaches to data privacy worldwide and help facilitate international trade. The software will be distributed by the ITA to CBs. They will use it to work with organizations, referred to as Certified Organizations (CO), to become certified, maintain and renew their certification, or apply for a different certification.
For this challenge, you will need to create a high-fidelity mockup and a Figma prototype of the user interface for this application. Submissions will be judged on submission quality, functionality, usability, design and accessibility, innovation, and visual look and feel. Up to 7 solutions will share in the $60,000 prize, and ideas from those submissions will be implemented in the final software.
PRIZES ($60,000)
The best UX design will be awarded $20,000. Two first runner-up prizes of $10,000, and four second runner-up prizes of $5,000 will also be awarded. Only submissions that meet the challenge and eligibility requirements will be eligible for awards.
The winning participants will transfer any and all intellectual property rights to @poweredbyFLN when awarded the prizes.
SUBMISSION REQUIREMENTS
Note: A team or individual may submit more than one solution to the challenge. However, each submission must be a substantially different solution. For example, the design and/or flow of the software is substantially different. Additional submissions will be pre-screened to ensure the team is eligible and the submissions are substantially different. If two submissions from the same team are deemed to be too similar, only the most recent submission will be considered for judging.
All supporting documentation must be written in English and cannot be handwritten.
To be eligible for judging, you must:
- Be eligible or be from an eligible team.

- Create a full color high-fidelity mockup and prototype in Figma of all required features of the DPC.
- Submit a screenshot of your mockup as an entry to the challenge page[https://www.freelancer.com/contest/1989803] along with the links to Figma in the description.

- Link to the Figma file and Figma prototype
- Ensure the FIgma links are publicly viewable
1) REGISTRATION
Registration will be open from the launch of the challenge until the submission deadline of October 15, 2021, 11:59 PM ET.

This form can be completed anytime after the Challenge is open and before the submission deadline, and contains contact information for the Team Lead and team members names and nationalities. Teams may have up to five members, including Team Lead. This information will be used to determine if the team is eligible to compete in the Challenge (see Eligibility Requirements).
2)SUBMISSION
The final submission for the challenge is a completed high-fidelity mockup and prototype of the required screens. The mockup must be submitted from Figma; the lInks to your file and prototype must be included in your Submission Form (https://forms.gle/dnUWzrFnD9xdr2dF9).

The International Trade Administration and employees of Challenge partners reserve the right to update or modify this challenge at any time. Updated material will be made available to all participants.
1) ELIGIBILITY REQUIREMENTS
- By participating in a Freelancer.com contest, each participant (whether an individual, group of individuals, or entity) must agree to and abide by the following: Freelancer Eligibility Policies, Freelancer User Agreement, and the Freelancer Copyright Infringement Policy. - All team members must be at least 18 years old and must be eligible to receive payment under the laws of the United States. - Challenge Team and partners are not eligible to participate. Federal employees acting within the scope of their employment are not eligible to participate. Any individual or entity associated with the development or administration of this challenge is ineligible to compete. Government contractors working on the same or similar projects are ineligible to participate in the Challenge.
- Funds from U.S. or foreign government organizations should not be used to directly fund the development of a solution to this Challenge. Solutions that were previously developed with Government/Federal funds, or where Government/Federal funds, including but not limited to, employee time, materials, and reviews, were utilized to prepare the submission or solutions are prohibited.
2) SUBMISSION REQUIREMENTS
- Solutions must originate from either the U.S. or a designated country (see definition of designated country at https://www.acquisition.gov/far/part-25#FAR_25_003), OR have been substantially transformed in the US or designated country pursuant to FAR 25.403(c).
- The solution shall not include proprietary components or anything that requires licensing.
Submissions must be uploaded to the Challenge page before the deadline, October 15, 2022, at 11:59 pm ET along with the completion of the submission form [https://forms.gle/dnUWzrFnD9xdr2dF9]. No late submissions (Entries or Form submission) will be accepted.
- All submissions must be links to Figma File, in English, and machine readable (not handwritten).
3) PAYMENT
For any prize award, the winner will receive the full amount awarded; any Freelancer seller fee will be refunded to the winner.
If participating as a team, all payments will be made to the Team Leader who is solely responsible for the distribution of funds among team members.
4) INTELLECTUAL PROPERTY
The winning participants will transfer any and all intellectual property rights to @poweredbyFLN when awarded the prizes.
