Help to guide me through deploying a command-line .exe app via Group Policy to a group of 20 Windows 10 clients, and run the app as a command with a flag on restart.

I wanted to recreate a similar image as the attached example with the CIA logo and United States Flag, which I will be using as a book cover, but with the Flag made a bit more realistic, as is shown in the second attached image for it. The hand would need to be recreated for it, and the more realistic looking, the better for it.

I am currently in the Navy and my Command has stood up a "Detachment." It is tradition to come up with a "Det" name and get t-shirts and patches made with our Det logo or mascot. ...trip out we rallied behind a name and logo. We are the "Screechers." Screech was a type of rum we all had to drink at this ceremony up in Canada. I have added a concept art one of our guys sketched up. We wanted a mermaid sitting in a rum barrel, kissing a cod fish. (Again, a Det inside joke). Then in the background, we want a golden trident and palm trees. T-Shirt design (full back of shirt) I need a logo that looks hand drawn but merges a bluefin tuna with a AR-15. I would like vector file (.pdf) but high a high res bitmap is fine as well. The files attached are for reference of the type of design I'm looking for.
