Windows Application in C#

I need a Windows Application. The programming language should be C#, Visual Studio 2012 should be used.
The application will read the screen pixels, if any pixel changes, in its place should be painted the prior pixel color (probably in a windows that will cover all the screen but it's not going to receive the user input, user input should be for the normal applications behind this window.... any other method to achieve it's wellcomed). The new pixel will be shown only after a specific time, that should be provided to the app.
For instance, if the user opens a video, or any other animation, then pixels will change, but those changes will be not shown after the specific time ellapsed, if the pixel change again, then the "counter" for the specific time will be restarted... as a result, while there's any changing animation or video, it will be blocked (showing only the first pixels in its place), until the video or animation finishes.....
In the notification area there's an icon for accessing the options of the app (like the specific time in millisecond, and the shortcut keys).
There will be a shortcut key to disable the app and enable (that can be programmed in the settings form)
There will be an option to block or not the caret blinking (so, if block the caret is not checked, windows caret blicking should happen)
The app should work from Windows XP till' Windows 8...
Please, have in mind that analyzing the screen pixels can become in a processor consumming task, so, take your time to think in the best algorithm for it, so the app could work efficiently..

The Source Code should be provided at the end of the process, as i indicated, it should get compiled without any issue in Visual Studio 2012...
