Opencart Full Width Header and STICKY footer

Hi, I need someone to make Opencart 1.5.5.1 Community Edition have a full width background header with fixed width content and also a full width STICKY footer with fixed with content.
Main points are -
HEADER
- Full width grey background
- 980px fixed content
FOOTER
- Full width grey background
- 980px fixed content
- Needs to be stick to bottom of browser
Need to make sure they work
- on all major web browsers
- mobile browsers
- vertical and horizontal scrolling works fine
I only need to see it on product / category / home pages and would just need to know what changes were made to what .tpl and css files then I can make the changes to the rest of the site.
