MSAccess to Web-based app

My customer has an app currently existing of an MS SQL database and an MS Access application.
This needs to be converted to a web-based application.
The main window shows on the left side a list of info (different queries of the table containing the customer's projects), and on the right various icons (program functions).
The specific list on the left can be chosen by selecting from a dropdown; the options are:
* employees
* all projects
* active projects
* active projects with registered insulation work
* active projects with registered steel work
* active projects with registered hours, travel or material use
To the right we have icons that lets the user
* create a new project
* directly access the customer list
* search for information
* import from android
* create reports
* maintain the system (access to various tables, overviews etc)
* send basic information to the android app
When clicking any of the projects in the list to the left, a project window is shown.
It shows various typical project information fields (name, number, start date, status etc).
There is also a list where external users can be given access to this project info - used when the project information is uploaded to another webserver; typically this is an email address with password-combination.
The bottom part of the screen shows information related to the project:
* A list of files in a webfolder
* Insulation work done for this project
* Insulation of steel structures
* Registered use of time, travel, used materials/products
Clicking the details pops up a form where the info can be edited.
All these forms needs to be created.
I've prepared a spot on a webserver, loaded the database with a few tables and some content.
There are many more tables but it's best to take one step at a time.
I would like to do this on an hour-by-hour basis, which means:
1. I will give you this assignment, which probably gives you a lot of questions.
2. Send the relevant questions and I will answer them.
3. Use Freelancer's Time Tracker for logging of hours.
