Need to build a header for a wordpress site in HTML OR PHP>

I have two wordpress sites that im building. The main one is

On pocketshell im trying to build the header just like the other ( [url removed, login to view] site )
But could use some help.
* Its a very simple image background and two floating boxes on the picture that says ( Post a job ) - ( Find Work ) with little numbers showing the full amount. I've photo shopped the image and what it needs to look like.
Needed ASAP, And need to know how to put it in my wordpress site.
