Storyboard and/or graphic novel artist that can quickly produce panels for my script

I have a script that is in pieces and I want to many of the scenes turned into storyboards. I would like them to be graphically "complete" in the sense the characters have expressions, there are interior and exterior backgrounds, etc... All elements will be described in detail but there will not be a shot list. The artist will not need to worry much about camera angles or that type of thing. Looking for something to relate the story to the reader more then plan the filming. But the text will be handled at the bottom under a panel more like a storyboard. I will provide the text per panel.
Important that the person can work quickly and take instructions well. Please bid on one 3:00 minute scene. Probably about 40 panels.
