Expert Android developer to create simple Download Manager

Hello Freelancers,
I need an expert android developer to create simple download manager app ready in fast turnaround time.
The app will launch the splash screen with provided logo for 3 seconds and then comes to main screen when user see the webpage of mine website which contains the videos, audios, images and other stuffs available.
App will start download screen once user selects the contents. The download screen should looks like the list of downloading items.
This screen should contains 2 tabs at the top of screen with labeled "Download" and "Files".
The Downloads will contains the currently downloading items and Files will contains the downloaded, error items.
I am able to click on downloaded item which is successfully downloaded and should start particular app in native android, ex: if file clicked is mp4 then app should start the file with android player.
Second thing I need the GCM supports to send the notifications from my server.
I need this app ready asap. My budget is low. Don't bid if you not able to do it fast. This is demo project and the developer chosen for this will have more opportunities in future from me.
