iPhone AND iPad App for Existing Website

Website (T a l l y Connection DOT com) runs WordPress version 2.9.1 (cannot upgrade at this time). We are looking for an app that works on both the iPhone and the iPad. We are a not-for-profit community website and this app will be free to users. We are looking for prices in the $500-$650 range.
Require (at minimum) to be able to browse blogs in a mobile device friendly way, access non-blog pages (calendar, kids eat free, restaurant connection, classifieds, etc...), like and visit us on Facebook, Twitter, and Pinterest, be able to contact us easily, and signup for our newsletter. The Giveaway section on our homepage is one of our most important pages to be featured in app. App should Integrate advertising space already existing from site. We want to manage ads and pages without needing access an iOS machine or needing to republish a new version of app. Want to be able to turn ads on and off from our end. We also want the ability to prompt visitors visiting us from their iOS mobile devices to be prompted to install app when they visit our site.
If a new page were to be added to our site, the app should show that page as well (or give us the ability to choose what pages (that aren't a blog)) that would appear on the app (without requiring app be republished). We do not have special graphics developed for app but want a similar color scheme to current site and our current logo. We can supply graphics we just need to know the dimensions needed. We do have our own hosting server and do not want to have to pay a third party for hosting/space of any kind (besides the annual $99 required by Apple to publish the app.)
We also require reports/statistics on all activity from the app. We currently utilize Google Analytics for Wordpress for all pages, blogs, and ads.
