iPhone basic messaging app

The scope of this project is as follows:
- users register themselfs on a website or through a iPhone app or my website with an unique userid
- users can send a message to anyone trough the app when they are logged in (either web or app):
This message details are:
* username of the receiver (simple input field)
* message: 10 predefined messages (click/tap on message to send)
and textbox for personal message
- when the receiving user does not exist in the online database, the message is stored until someone registers with that username, the sender is notified that user does not exist (yet)
- when someone sends a message to "my" username, i get a push notification.
- Consultation regarding hardware requirements for this project.
- This must work in Russia, you must have knowledge on how to implement this in Russia.
Details will be given when project is assigned.
This app must have the capability to send text messages to cell phones.
*Simple registration process email, name,etc
*Method for facilitating a numerous text messages between app and russian mobile cell phone numbers.
*A basic layout for communication ofcourse. Stored messages, contacts, etc
