CHtmlView Security Problem

I'm using a CHtmlView based Viewer in VC6 to display pdf files. It displays a single page pdf file fine, but when I try to display a multi-page pdf I get the following error:? "Your current security settings do not allow this file to be downloaded".

I need a sample app based on CHtmlView that will handle the multi-page pdf.
