PHP Site Needs Custom Coding - Block Users and Require Login After

We have a website called SEODiscover.com. Its a custom PHP website with a .json db not a mysql db.

Right now if you visit the website, and visit 5 tools, it will then block access to the rest of the tools and require you to fill in a captcha form before continuing.

We currently have two features we can set in the backend:

# Tools Before Captcha

# Tools After Captcha

We can enter a number for both fields. So for example if I set "# Tools Before Captcha" to "5" then a user can visit the website and use 5 tools before needing to fill in their first captcha. Then if I set "# Tools After Captcha" to "10" that means after their first captcha, every 10 tools they use it will ask to fill in the captcha first.

Please test this feature on our website as you must understand what its doing. Visit the site and use the tool a few times and you will see it will block you and ask you to fill in a captcha.

So all of that is fine, here is what we want:

Another field in the backend that says "# Tools Before Signup". Just like the captcha, we want this to block them after x amount of tool uses. But instead of the form, it just has a link to signup. It cannot block access to the rest of the pages, so they need to be able to go back to the homepage if it blocked them from a tool. So just block the tool access, no pages access.

Its a bit tricky to understand. A previous developer tried but did not accomplish the task and I paid him too early. So its partially done at best.

This is supposed to be a quick job, under 1 hour. Ill pay someone 30$ to get this done right away.
