II have a website that sells an application for Sony Ericsson smart phones

The site is not generating anything close to the desired sales.
In February there were 229 unique visits and 42 downloads of the application.
I want to dramatically increase this traffic and improve the number of downloads. (I am happy with download to sale rate.)
I am looking for a proposal that would increase traffic- presumably by linking, search engine listing and improvement of the sites Meta data. However, I am open to other suggestions.
## Deliverables
When responding please outline what you plan to do and what physical deliverables you will be providing (eg listing reports etc.) I will not accept bids that do not outline what they will do and what I get at the end of it.
Please note:
1. This is a low income website and any proposal needs to be realistic, I will not be spending significant money on this. Anything over $150 will need to contain a risk sharing element (eg I pay you on the basis of achieving actual sales only.)
2. This is a marketing project, not a web design project. I accept that Meta data changes may need to be made to the site but beyond that I would need some major convincing to make any changes to the site.
3. The website is in English. It is apparent from my Urchin stats that much of the user base for these phones are in Asia, Germany and the Netherlands. I am likely to favour bids that can address these foreign language markets. (Eg. even with an English site I am confident I can increase sales just by appearing on non-English search engine results.
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
