2144 Move site from host to host

I need someone skilled to move my website [url removed, login to view] from one host to another host. The problems I am having are that my site keeps going down because the host [url removed, login to view] where the site is now is having problems with their servers because of storms in the area. They don't seem to have back up servers, i.e. when the site goes down because of external problems, sites hosted on these servers, get switched over automatically. I wrote to the host about the problems and they responded by writing the following, We are very sorry for the trouble you have had accessing your site this weekend, the problem has not been with our servers, our servers have not been down at all, we traced the problem back to a connection between AT&T and Birch Telecom due to a severe storm in the Midwest (USA) from Friday Aug. 25th through now that has caused severe damage to many communication lines over a 500 mile radius. Around 4:30 PM CDT Friday the storm took down a main internet line. AT&T switched to a backup line to get the systems backup. Around 11:00 PM CDT Saturday evening the storm started again and the secondary backup line went down due to moisture getting in the fiber connections of the secondary backup line, due to additional damage by the storm. When the rain stops the line dries out and the system comes backup. We noticed the second time of the system being down from 11:00 PM CDT Friday to 11:00 AM CDT on Saturday. Around 12:30 AM CDT Sunday morning the storm started again and the systems went down again until 10:00 AM this morning (Sunday 27, 2006), due to moisture getting in the backup connection again. We are very sorry for these problems. Usually AT&T and Birch Telecom would have these types of problems corrected in one or two hours, but due to the severity of the storms there are many communication lines down and they are working very hard and overtime to get their systems back on line. We are in constant communications with AT&T and Birch Telecom to resolve these unfortunate acts of mother nature and will do everything we can to get these problems resolved. These companies are our backbone suppliers and our systems rely on their systems and or services. However the problems continued and my sites still goes down. If it is how he write, problems with cables well that means it effects the server, so if he had another server that was not connected to the companies that supplies the cables for the server that my site is on then sites would not go down, they would be live because they would have backup servers. If the cables are being affected, then the servers are being affected in that they cannot display websites, they in effected they are down. I need someone to set up software to load my website on my other host server in a timely manner. The web servers should be properly configured. Please look into my current host and the one where I want it going to the company is [url removed, login to view] check out both companies and only bid on this job if you are able to do this work. No natures please. You must be professional and make a full back up of site, no mistakes please. I need you to pmb what you are going to do for me, in details please.
