Admin pricing functionality for Ecommerce site

My client already has a live ecommerce website, built in php. What I need now is an experienced PHP developer to make some modifications to the current price feature.
Requirements:
1. what I will need is a sophisticated pricing module, implemented into the current Admin application that is flexible for the client to increase, decrease prices per category, sub
category, per product by any % (amount)...e.g 1%, 10% 50% etc.
2. it is also important that I have the flexibility of modifying prices manually, as I currently have.
A couple of things to note, that are very important and must not be missed:
The Channel Islands, do not charge residents of the Channel Islands any tax or shipping costs on the basket...so how the site works is like this: when a customer registers online, if they are from the Channel Islands, it does not add the tax/shipping. however, if they are from anywhere else, 17.5% tax is applied, and £3.50 delivery.
At the moment, the entries on the database via admin, I have entered all UK
prices...but the front end is displaying Channel Islands prices....
So what I need in the admin is, a seperate price for Channel Islands, with % increase/decrease and a seperate price for all others with % increase and decrease.
The front end, should by default only show Channel Islands prices.
