Website Rebuild Needed From Scratch, Pretty simple Site.

I am currently looking to do a complete overhaul of my website. I would like the following buttons/section on the site:
Main - News - Bio - Sketches - Gallery - Videos - Live Shows - Store - Contact - Links
I would like an easy to use gallery that I can login separately from Wordpress. Ive had galleries in the past that were linked off of Wordpress and I could never find the gallery so I havent used it. Id like it Similar to how easy Facebook is. I want to be able to go in, create a category/Section, Upload as many images as I want, Be able to rotate if needed and put a description for them and upload. One thumbnail will represent each gallery, when clicked on it will take you to all images in that Category. If possible would be nice if when I update the gallery it mentions it was updated on the News page. Id like buttons on the header that has links to my Facebook fan page. Im use to using Wordpress so I am fine with that as a News script/program.
Id like to design the header for my site but want a simple structured site. Possibly a Dark gray background. Clean and simple with button links at top and a header I can change when I want with my name/logo.

The store plugin can be added later. I am up to suggestions to what we use. I am very familiar with OSCommerce. I dont plan on selling 100's of items but would like a simple store where people can purchase art, etc. and pay with Paypal.
I want to be able to edit each page in a simple admin so I can change text as needed. I currently have my website on a PHP based website.
You can see my old site here but as mentioned the entire thing will be redone. Whom ever chooses the project id like a continued relationship so I may get help on changes as needed.

Id prefer to stay around $250-$300 on budget as a lot of this would just require installing Wordpress, etc. Your help would be greatly appreciated. If I see great work I will reward accordingly.
