need a template edited in smarty-php

Hello. I recently posted a similar project like this but my service provider didnt complete it as i had asked for it, so please only post if you really are sure you can do this 100%, and also know smarty-php, for more info on smarty visit www.smarty.net. Now to the project. What i want is my whole [url removed, login to view] and also [url removed, login to view], edited so that it would look like www.rewards1.com. I will also supply a css file. The [url removed, login to view] file controls the whole frame look if you like, for the whole site, the [url removed, login to view] file controls the main content of the homepage.
