Multiple Post Wordpress Plugin

Here is what I need, I will try to explain it in detail, it is going to be a really simple wordpress plugin...

Ok, I am going to write "one" article on "Dog training"

I then want the wordpress plugin to create a Wordpress post using that article for every city in the United States, so it should get the cities and states from a database or a file, but I would like to go by the number of people in a city so like only cities with 5,000(or whatever number I add) or more people, it will create a post for that city and add the state and city name where ever we have {city} {abbstate} {state}

Dog Training in {city} {abbstate} - {state} Dog Training

{city} The city - example: Terrell

{abbstate} States Abbreviation - example: TX

{state} State Name - example: Texas

So like for a city in Texas the article will be:

Dog Training in Terrell TX - Texas Dog Training

So say there are 500 cities that match the criteria I add, the script will create 500 articles for each of the cities, and the categories will be the state, so each city should go in it's state..

Now, I need to be able to add sets of words and where ever I put the code like {randomword1} it will add a random words to each article, so no article will be the same.

I need to be able to set as many random word sets as I want.

Here is how it will work:

1) I add title

Dog Training in {city} {abbstate} - {randomword1} {state} Dog Training

2) Add Article with special codes added

4) Add multiple random word sets using ajax?

I can add as many random word sets as I want, must be two fields:

1) Random word title

2) List of random words seperated by | so like: happy|sad|glad|mad

I then hit "publish button" and it will create a post for every city in every state, that meets the criteria putting each city article in the states categories. So it will have to create a category for each state.
