Expert advice on long tail keyword SEO performance improvement

Our website [login to view URL] is not attracting sufficient productive traffic and we'd like expert advice about how we can improve our Google rankings. I am looking for a consultant we can pay hourly to review our situation and talk me thru our options by telephone.
Here is some background:
CDD sells a very niche product to chemists and biologists working in pharmaceutical drug discovery. Our website was not written specifically for SEO purposes, and we find that it receives almost zero organic traffic from people searching keywords specific to our product category. Our audience would use very targeted keywords like:
• Chemical Registration
• Structure Activity Relationship
• Cheminformatics
• High Throughput Screening (software)
We are not in Google search results for these terms despite offering these very niche technologies. Recognizing this problem, we made sure they were mentioned prominently on the home page, and then we built a handful of new landing pages that feature the keywords numerous times, and position the company's offerings in each specific context. Pages like these:

In addition, since we understand that Google weights sites based on links in, etc. we've tried to make sure our site (but not these specific landing pages) is listed in as many third party places as possible (eg, wikipedia, partner sites, etc).
Also, we're constantly creating fresh blog content to stimulate more links and more traffic (although minimal effort has been made to feature the keywords there), and cross-posting to our LinkedIn, Twitter, and Facebook communities.
We are also using AdWords for these keywords to try to buy our way into Google (and bringing in a very modest number of visitors this way - about 50/month for $250 spend).
We use tools like Hubspot and Google Analytics to try to monitor our success.
Having done everything we can think of, I think it is time to get advice and help from someone with expertise in SEO. CDD is a small company, and we are not looking for a long-term contract that guarantees placement or anything like that. We need a fee-for-service expert that can help diagnose our problems and get us on track. Is this something you can help with?
