The project has too basic steps:

1. Writing a renderer for the TIGER/Line vector data from the US Census Bureau with a visualization of features simmilar to Google Maps.

2. Setting up a VMWare Virtual Machine with Linux, a mapserver and the TigerLINE data to make it running out of the box.

You can choose any free map server that supports OGC WMS (e.g. UMN Mapserver, Deegree, ...).
