Create functioins in Microsoft Access

In Microsoft Access (Office Version 10 and higher) a popup comand bar shows up if format able text is marked.
This commandbar does not show up if the Access-Database is used in runtime-mode.
This is needed:
• Every function, which is part of this popup command bar shall be a button or dropdown or else within the form in which one or more textboxes containing format able text are located.
• The controls for formatting should work for the textbox in which text is marked.
• Only VBA within access shall be used. No external library or OCX or other ActiveX-control sholl be used.
• The code should be written in a form that it is easy to adopt into any other form.
• The code and the controls have to work in runtime-mode.
