Windows mobile ringtone read names

This piece of software must find out the incoming call name on windows mobile 5 and 6, and load a wma or mp3 file regarding to that name. So if Tom is calling then it loads a [url removed, login to view] or [url removed, login to view] instead of the original ringtone. I has to run in the background, and an open database editing file must be editable, which contains the name (Tom) nicknames (Tommy, Tommie, etc at least 25) so it can recognize the nicknames as well, and run [url removed, login to view] on a find of Tommy. It must look for the first and last names, but only recognize the first record. (ie: "Tom Seleck" runs [url removed, login to view] but "A friend of mine Tommy" also runs Tom.wma. Source code is needed when the project is finished. You can create a small database with names, and a few wma or mp3 to test sounds. The search in the database must work fast even with 12000 names also. The final file is an exe file and source code +xml database and regarding dll etc.
