code cleanup and adding unicode support to program

I have a program that is approximately 2330 lines of c code. The code is in rough shape. I started to clean it up but I am running into problems. The biggest issue are the memory leaks however there are other smaller issues like comparisons between non-like variables. I can't post the code but I can send it to you via a private message on this site.
Also I need the program to be able to accept unicode characters/strings as parameters, read unicode strings from a file, and output unicode strings.
The program is usually compiled and used on Linux but should compile on windows and run from a command prompt.

There seems to be some confusion about the used on Linux but should compile on windows statement. I don't need the program ported to windows. The code is generic enough that it should work right now. What I meant was you should be able to use Visual Studio to view the code and maybe try it before bidding. However I will be using Linux for my testing and if your windows edited version of the program doesn't work on Linux then you will have to fix it. So to keep things simple you should do the work on a Linux box with at least gcc 4.4.3 to compile and test with. Thanks,
