WPF Image Storage & Display

I need a WPF project; preferably written in VB.NET.
It will:
- take an picture from a file (it can be any image type ie .PNG or .BMP or .JPG etc)
- display the picture in an image control
- it will also allow the picture to be saved into a sql server database as varbinary(max)
- it will allow the image to be retrieved from the database
- it will allow the retrieved image to be displayed in the image control
It should properly handle disposing of anything needed to prevent leaks of any sort.
