Create a 3D globe of the earth with a grid system

This project requires someone with handson experience in 3D rendering and developing and working with 3D tools and methodologies.
Step 1 will be to create a 3D globe, that can render quickly on both desktop browser and within an Android and Apple app. The globe needs to be zoomable across 8 levels of depth (in and out of the globe). The globe must be able to add overlays so that any API accessible map can be viewed across the top of the globe (ie: Open Street Map, Google Maps, Bing, etc)
Step 2 will be to create a virtual grid that sits across the top of the 3D globe. This grid will be uniform squares that are split into 9 squares as each "level" is zoomed down upon. Each square must be coded in a way that can be called and actioned upon by other applications.
Step 3 will be to merge the 3D globe with the layers and the grid system so they work together as one.
We are not wed to any particular technology or platform but the 3D globe must use something that is popular, open source, does not infringe on any IP rights or is a paid commercial licence.
As the Zoom levels are increased or decreased and the map is panned, the 3D globe must render quickly (there should be very little or no latency) and must be lightweight as possible - including on mobile, desktop and tablet browser as well as native apps on Android and Apple.
Highly detailed plans with design concepts, schemes and proposed functionality will be shared with the successful applicant.
You must be able to provide at least one example of previous experience of working with 3D rendering and development.
This project will not be one that is developed over a week or two, this is not a trivial project and we require a developer or small team that are prepared to work with us to make our vision a success.
Developers must sign a strict NDA before any plans and concept documents are shared and release all IP and code upon completion of each stage.
