Animate this image to GIF format

I have this image that shows one frame of them listening to music and dancing. What i need is for someone to create an animated gif from this to show them dancing. I don't want to many frames where the image is large size. I just want the image to rock her head and move the arms and lets some in sync looping. I need to keep the same background color as in the image for the whole gif.

Please let me know how long it will take you and any demo you want to make will help get you accepted quicker. You can even place a watermark in the image to show yor work of it.
