Implement new design for Wordpress website

We have new designs for our Wordpress website that we need someone to build. Our website is already built on Wordpress. There are 2 types of new page designs: home page and privacy/terms/contact pages. The website must be mobile responsive - we have separate designs for that too.
You must be able to use Zeplin - that's what we'll use to hand over the design files. It'll make the process much faster and easier too. We'd like it to be set up so we can optimize for search engines as well, so someone with experience doing that is a plus.
Our budget is in the $40-100 range and we'll need it finished ASAP. It should be a very quick and easy project.
