CV Template Builder

We need the ability to be able to populate a document with specific information in relation to a persons skills, previous employment, contact details etc. We have an image of exactly how we want it to look like. Sections need to be able to expand keeping the sectional graphic at the side. (see image example)
The builder needs to include 9 dynamic sections.
Name and description
Employment History
Education
Achievements
Referees
Picture (of person)
Contact Details
Skills + Other Skills
Interests (Using clear to understand Icons)
We have an image of what we want it to look like but would like a couple of colour changes to make it unique to us.
The way the document is generated is not set so developers can use whatever is needed. If it needs to be web based then we can provide hosting for this.
Once the user has added all their information the end document needs to be able to be printed on A4 as well as look 100% accurate as a PDF.
See the attached image as to how we want it to look.
This is a small project - seriously limited budget but hopefully easy for the right developer to produce.

** We WILL require any Developer to show examples of similar work BEFORE we give them the project. **
