Simplified Vector "Stencil" From Photo

Hey there.
I've got a quick & easy vector job that I need done immediately.
It's for a non-profit protest sign though, so I'm not prepared to pay more than $20 for it. It should take about 15 mins for the right person.
I need the eye & glasses from photo 1, cropped like photo 2, and vectored into a smooth & simplified stencil look like 3.
I'd also like the eye rotated a little more horizontal within glasses, and the reflection off eyeball increased. And I don't mind if the glasses frame is one thick stroked line.
