Open a developer account on Google Play (Android Market)

We are trying to open an account on Google Play (Android Market) with the purpose of selling our Android apps. For some reason our last 3 applications have been declined without any reason. We're interested in paying a small service fee of $10 on top of the $25 Google Play registration fee for someone who can succesfully open an account for us and transfer control of this account.
Since Google are not responding at all to tech support questions we have to resort to this.
