Set up a script that will check a value created by netstat and restart apache if it is over that value.

I need some help for someone to
1) First create a script that checks current connections to the server.
Something like this:
netstat -tn 2>/dev/null | grep :80 | awk '{print $5}' | cut -d: -f1 | sort | uniq -c | sort -nr | head
Then, 2) If one of the IPs connection value is greater than say 5000, then we will restart Apache and/or Nginx
I hope that makes sense and i hope the job is simple enough so you can tell me to copy and paste your code or you can work on Teamviewer.
