Implement a time-frequency correlation of two signals in Matlab or python

I need an implementation of the time-frequency correlation (TFC) of two pseudo Wigner ville time-frequency distributions (PWVD) . The input of the system are two discrete time real signals (im going to provide them).

The algorithm has to calculate the PWVD of both signals and then calculate the time-frequency correlation of them. Im going to provide the continous time expressions for PWVD (eq. 2 on the attached paper) and TFC (eq. 3 on the attached paper). The output of the algorithm should be the TFC calculation vector over time.
