Font Design/ Development for Comlplex Script

I am looking to develop a new font for an Indic Langauage - Sinhala. I have attached here two existing fonts from where you can get the code points and the basic shapes as long as you have font design software. There are also a few more available for free download from the internet (search on Sinhala Fonts). I want someone who can take this font and design a new font for me that displays well (legibly) from around 8px to 72px. The new design must offer an elegant and polished feel. When we start the project I will need 3 designs to choose from, which can be just changes to 3 or 4 characters. The Sinhala fonts are unicode compliant so the codepoints must remain the same as in the fonts provided here, if there are any differences in the fonts the font [url removed, login to view] take precedence. I require as final deliverables the fonts that can be installed on Windows PC's, Apple Mac's and Linux Systems. I want someone who is very good at font design as I will probably have further similar projects. This project is for a non profit organization that plans to distribute the fonts free. We will own copyrights for this new font. Please provide some samples of previous font design/ development work. Thanks
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
3) The complete ready to install Font files for Windows PC's, Linux Systems, Apple Macs
4) All supporting files, such as original design files (e.g. fontographer, CS2, etc)
