Create basic form with approve/reject feature on the admin side

The project is about creating a website which has 2 parts initially:
-User Part
-Admin Part
In User part:
There will be a form which some data can be entered and some files can be uploaded.
User will be able to save the form and get back to it at a later time.
Once the submission is complete user will be able to check the status of his/her applicaiton
In Admin Part:
The admin will be able to approve/reject the users application.
A mail will be sent to the users (some functions already exist in the system those just needs integration)
All database fields, checks etc. will be supplied. There already exists a big system with a skeleton, you will be just creating those simple pages inside this system.
This job is urgent I expect at most 2 days for delivery time.
If the final work is good there will be upcoming jobs like this in the future for the bidder.
