Joomla Top Menu tweaks

Our Joomla site has a top menu which
a) Must appear on all pages (it is missing from some)
b) Must NOT expland to show children as this becomes unformatted. Only one parent has children and clicking on that parent must continue to show only the parents
Not worth writing a spec for, that's it! Interested bidder will be sent a link to see what we mean
Please do not bid if you cannot fix this, preferably you will have done it before and can do it again with your hands tied behind your back. I suspect this is a 5 minute job for the right person
