Fix a PHP File Uploader that I tried to make

I am looking for someone who is strong with PHP coding, not particularly someone who has strength in graphic design.

How this currently works is through a PHP app that I made where our employess can fill out a short form and upload an image - the text is then stored in a database, and the image on a folder on the server. That data is then pulled and displayed on the site. Simple enough, right?
Well, it turns out, I am not very good at writing code. Here are the issues I need YOU to fix:
1) The image upload code doesn't always work. JPG files usually don't work, PNG files usually do work. Nothing seems to work 100%. I don't know much about image uploading code. I need the application to actually upload images consistently.
2) The images need to be automatically resized before they are stored on the server. Currently, the images take FOREVER to load. This is because the images are taken on a digital camera, and our employees don't know how to resize them. This is why I need some piece of code that will automatically resize them to acceptable dimensions.
3) There is a page where you can edit the deals that are currently uploaded - I need this page formatted a little bit to look coherent. It's hard to explain without showing the page exactly, but for anyone who knows that they're doing this will only take 5 or 10 minutes.
There is a lot of potential for you being hired on future projects if you do well on this one, as we need code written semi-frequently.
Although this is a VERY simple project, I'm willing to pay about $100 to have it done. I'm not super familiar with pricing coding projects, so if that is way off please let me know.
