I need a basic web application that will perform the following functions:

1 - Allow user to upload doc, docx, xls, xlsx, tiff, jpg, bmp and convert to pdf

2 - Allow user to utilize locally installed scanner to scan single or multiple documents and then convert to pdf

The pdf document would open after conversion. This may require a 3rd party tool/component and can be built on any development platform. Interested in someone who is qualified and with experience in doing these types of projects.
