text file query for variables

I have a stock software that generates tons of text files but when those files are viewed by the program itself, they are formatted nicely. Each of these files have twelve colums and from no rows to several rows. Sometimes this program generates a report with no rows. I would like to have an interface developed for me that would search all of these files in a specific directory, with directory location searchable button, and delete all those with no rows on demand with a delete radio button. Also I would like to be able to seacrh for any stock ticker symbol this text file or report has and query each report for specific entires or set of entries. If you, as a coder, choose this job, please make sure you know how MDI ( multi-doucument-interface ) works.
I will be needing all those files formatted for me upon demand and a query mechanism to poll one or more variables from these text files.
I will be looking for 10 radio buttons each should have all those 10 pulldowns headings, with each radio button I will be needing >, <, = or not equal to button next to it and a box right next to put the value, for instance, 1000, 12 or 8 or whatever.
You can choose any language to develop this interface.
